Title: Assistant City Manager
Jim Callaway joined the City of Sugar Land in November 2001 as Development Services Director.
During his tenure here, Jim developed a fully functional City Planning Department and successfully recruited a City Engineer, resulting in new engineering capabilities and focus on infrastructure reviews and Capital Project development within the Engineering Department.
Jim was instrumental in the development of policies for providing City services to Municipal Utility Districts in the Sugar Land ETJ and annexation policy for undeveloped property. Jim led the City’s successful Strategic Partnership Agreement negotiations with ten Municipal Utility Districts serving Riverpark, Greatwood and New Territory, providing for annexation and service agreements with the Districts. In 2009, Jim managed annexation and services planning for the Riverpark annexation and dissolution of Fort Bend Municipal Utility District No. 1.
He continues to serve as the City’s team leader for Municipal Utility District and other Special District agreements and negotiations. He also led the City’s negotiation team for establishing a Redevelopment Agreement for the Imperial Sugar Redevelopment Project. He also led the creation process for Tax Increment Reinvestment Zones Numbers 3 and 4.
Prior to joining Sugar Land Jim served as Development Services Director for the City of College Station, responsible for the management and direction of similar programs. He holds BA Degree and a Master of Urban Planning Degree from Texas A&M University.
