Recommended Action

The Public Works Department recommends that City Council accept the H-GAC grant and approve a revenue and expenditure adjustment in the amount of $34,981.

Executive Summary

The Houston-Galveston Area Council (H-GAC) and the Texas Commission on Environmental Quality (TCEQ) have completed final grant selection for FY08 Solid Waste Implementation Grants, and the City of Sugar Land’s grant proposal for the development of a recycling awareness program was selected to receive $34,981 in funding.

 

This H-GAC grant will fund an Education and Training Program within the City of Sugar Land.  The Public Works Department is partnering with Keep Sugar Land Beautiful (KSLB) to cooperatively develop, organize, implement, and maintain this program.  The grant will encompass a variety of programs:

 

  • The City will coordinate the KSLB and Fort Bend Independent School District (FBISD) to organize and sponsor a Beat the Baron Waste workshop for 40 FBISD teachers.  In addition to the Beat the Baron Waste curriculum, each teacher will receive the 40 Ways to Cleaner Water poster, the Down the Drain video, the book entitled All the Way to the Ocean, and recycle-themed classroom aids/promotional items.

 

  • FBISD will employ 900 new teachers during the 2008-2009 school year.  In order to educate these teachers about the recycling opportunities available within the community, these teachers will receive recycle-themed classroom aids and educational recycling information.

 

  • Multiple media outlets will be utilized to promote the education campaign: local magazine advertisements, an advertisement display within First Colony Mall, SLtv, the City and KSLB websites, local community newsletters, and press releases.

 

  • The KSLB website will also be enhanced to include environmental education tools for teachers, residents, children, and businesses.

 

  • The City will produce and distribute a video entitled Follow the Garbage/Recycling Truck to educate residents of the solid waste and recycling process.

 

  • During Environmental Week, the City will host a series of Eco-Shows, an interactive magic show that teaches students about their choices in litter prevention, recycling, and waste management.

 

This grant process is very competitive and Sugar Land has been consistently successful over the years in obtaining grants that have paid for numerous educational programs and projects including construction of both of the City’s recycling centers. We are very pleased to have been successful again in this year’s grant process, and we look forward to using these funds to better the Sugar Land community.
