Recommended Action

Approve the purchase of the Opticom Priority Control System equipment from Consolidated Traffic Controls, Inc. to allow for emergency vehicle preemption for traffic signals along U.S. Highway 90A Widening Project in an amount not to exceed $36,078.35.  

 

Executive Summary

The U.S. Highway 90A Widening Project is nearing completion.  The contractor is in the process of installing the permanent traffic signals and controller cabinets; continuing with median grading and seeding; and finishing all parameters of the main lane paving as part of the U.S. Highway 90A Project.  The City is incorporating the Opticom system to enhance time-critical travel by allowing emergency vehicles to preempt the signal cycle in order to receive a green light as they respond to an emergency call.  Green-light priority assists the emergency vehicles by reducing response time and increasing safety at intersections by providing green light coverage to response vehicles. 

 

The following are the locations in which the Opticom equipment will be installed:

 

Ø      U.S. Hwy 90A @ Brooks Street

Ø      U.S. Hwy 90A @ Main Street

Ø      U.S. Hwy 90A @ Woods Street

Ø      U.S. Hwy 90A @ Eldridge Road (F.M. 1876)

Ø      U.S. Hwy 90A @ Gillingham Lane

Ø      U.S. Hwy 90A @ Commerce Green

Ø      U.S. Hwy 90A @ Industrial Boulevard

Ø      U.S. Hwy 90A @ Dairy Ashford

 

This purchase is consistent with the existing equipment installed throughout the City.  The equipment is being purchased off of HGACBUY.  Per the quotation provided by the vendor, the equipment will be delivered to the City within 30 to 45 days from authorization.  The equipment will be installed by the TxDOT contractor currently performing traffic signal work the project.  However, the City will configure the equipment once the installation is completed by the contractor.

 

Funding Availability

 

The Engineering Department has requested a budget amendment in the amount of $200,000 as a separate agenda action this evening.  Upon approval of the budget amendment, this project will have an unencumbered balance of $222,735.96, which is sufficient to fund this contract.
