Reject all bids in reference to ITB 2009-10 (CIP MU0708) Landscape Work for the Houston Museum of Natural Science at Sugar Land.

Executive Summary

As part of the 2009 Capital Improvement Program, a project has been underway for the City of Sugar Land, Telfair, and the Houston Museum of Natural Science to develop and renovate the former Central State Farm Prison Building into the Houston Museum of Natural Science at Sugar Land.  The City Council has previously awarded the construction contracts for both the building renovations and site improvements. The  last remaining portion of the project to be bid and awarded is the landscaping.

 

On April 1, 2009, the City released an invitation to bid (ITB) requesting landscaping work for the Houston Museum of Natural Science at Sugar Land.  Prior to the ITB being released an estimated project cost of $250,000.00 was established by TBG Partners and City staff.  A pre-bid meeting was held on April 9, 2009 in which the estimated budget was discussed with the potential bidders.

 

On April 16, 2009, the City received and opened ten bids. The low bidder, Houston Landscapes, did not acknowledge the addenda in their response; therefore, the lowest responsible and responsive bidder was deemed to be Shooter & Lindsey’s bid of $323,648.00, or $73,648.00 over the estimated project costs.

TBG Partners and the Support Services Department have re-evaluated the scope of work.   It has been determined that the project scope can be adjusted and still provide the desired outcome.  Should the City Council reject all bids, a revised ITB will be prepared and new bids solicited.  Rebidding the project will allow for completion within the required time frame.

 

The Purchasing Division recommends that the City Council reject all proposals responding to ITB 2009-10 and authorize the release of a new ITB.
