Executive Summary |

|
In 2008, a water line replacement analysis was conducted based on maintenance records to prioritize water line rehabilitation. The biennial project includes design and construction of distribution system water lines to replace aged and high maintenance existing water mains. This contract would include approximately 15,000 feet of water line to be replaced with the majority of the project taking place in the Lakefield Subdivision. Two key bore crossing locations have also been identified by the Utilities Department in need of replacement due to adjustments made to the existing water lines during recent TxDOT roadway construction. They are 1) SH 6 at University and 2) US90A at Wood Street. A third crossing location was identified as needing replacement at Ditch A22 at Industrial due to a recent water leak that was discovered and repaired temporarily. This will be an aerial crossing. Waterlines in the Sugar Lakes Townhomes were proposed to be replaced with this project but were removed from the bid package due to easement issues discovered during design. Ninety percent design plans have been delivered for this section and will be bid in a separate package with the fund balance in this account when the easements are acquired. The cost and quantity for the amount of waterline in Sugar Lakes to be replaced would exceed the limits for a change order to this contract. On March 26, 2009, the Engineering and Utilities departments held a non mandatory pre-bid meeting to address questions and provide clarity to the scope of work to be performed in this contract. Seven contractors attended the meeting. On April 2, 2009, the City received eight qualified bids for this project. The low bidder was Sendero Industries. Sendero’s references were verified and it has been determined that they have the experience and capability to complete this construction project satisfactorily. During the design of this project, it was determined that the sidewalks in the Lakefield subdivision were in need of spot repair and rehabilitation. The possibility of using the same contractor to perform rehabilitation of the sidewalk in the subdivision was explored and an alternate bid item was included in this bid. The unit price for sidewalk replacement was more than double the unit price received from the contractor for the City’s comprehensive sidewalk rehabilitation project. It has been determined that it is more cost effective to include the sidewalk project for Lakefield in the existing City sidewalk program rather than with this contract. The Engineering and Utility Departments recommend approval of the construction contract with Sendero Industries for the Distribution System Water Main Rehabilitation Project WA0803 in an amount not to exceed $857,119.00. The available budget for this project is $1,748,100. |
