Karen Daly has more than 20 years of progressive public sector experience, and served as Greenville’s city manager for almost four years before coming to Sugar Land in July 2007.

Daly oversees Public Works, Utilities, Parks and Recreation, Engineering and Community and Environmental Services.

Daly began her career with the North Central Texas Council of Governments in 1985 and progressed to NCTCOG’s assistant to the executive director. She joined the city of Arlington as assistant to the city manager in 1991 before joining the city of Longview as assistant city manager in 1999.

She was named city manager of Greenville in 2003, where she led an organizational restructuring initiative that enhanced public confidence in the City workforce. In addition to managing the City’s 270 employees and $47 million budget, Daly implemented a new water rate model and several citywide initiatives aimed at cost-effectiveness, service delivery and customer service. She spearheaded the development and implementation of a five-year strategic plan and lowered Greenville’s tax rate by 3.5 cents during her tenure while maintaining a high level of city services and addressing City priorities.

She is an active member of the International City/County Management Association, the Texas City Management Association, and the Urban Management Professionals of Southeast Texas.  She is a board member of The Arc of Fort Bend County and serves on FBISD’s Academic Advisory Committee.  She is also a member of the Sugar Land Exchange Club.

Daly holds graduate degrees in Urban Affairs and Social Work Administration from the University of Texas at Arlington, where she also received her bachelor’s degree.

Daly and her husband, Steve, have two daughters who attend Kempner High School.
