  1. The Citizen Self Service Portal is now available.

    Citizen Self Service - HiResThe Citizen Self Service portal moves permits, license, and plan submittal processes to convenient online intake only.
  2. What you need to know

    New Applications

    • In order to be able to start any new application, you will have to register in the new CSS portal.
    • New submittals (except for liquor licensing) will only be accepted online through the CSS portal. No hardcopy/paper documentation or USB flash drives will be accepted at City Hall or any other location.

    Accessing an existing application, permit, or plan

    • Registration on the CSS portal is required. Please follow the registration process.
    • Once you have registered, your existing application(s) will need to be linked to your account

    Payment of Invoices/Fees

    • Invoice payments for any new submittals will only be accepted through the CSS portal.
      • American Express, Discover, Mastercard, and Visa credit/debit cards are acceptable forms of payment.

About the Citizen Self Service Portal

The city of Sugar Land is moving permits, license, and plan submittal processes to convenient online intake only. The Citizen Self Service (CSS) web portal will provide dynamic access to information and empower you to efficiently perform a wide range of tasks at the click of a button. This transition is another example of our commitment to use technology to ensure the delivery of services that meet the needs of our community and businesses.

What this means for you

The many features and benefits of the CSS portal allow easy online progress tracking for plan, permit and licensing requests. Other features include:

  • easy step-by-step processes and the ability to create an online profile for future submission needs;
  • integration with mapping tools for easy pinpointing of job locations;
  • the ability to start and save permits or plan applications for submittal at a later date;
  • online inspection requests that allow for multiple inspections of one or more job sites, all on a single screen; and
  • the ability to add and conveniently pay for multiple itemized invoices at various times and across multiple devices.
