My landlord isn’t honoring his/her lease. Is this something the City can enforce?

No. A lease is a civil contract between you and your landlord. The City has no legal ability to mediate or intervene in cases where there is a breach of contract. It is recommended that you seek the guidance of an attorney.

The only exception to this is in cases where repairs (not cosmetic upgrades) are necessary.
