Sugar Land, TX. – March 20, 2025 – Yesterday, the City of Sugar Land’s 4B Corporation (SL4B) approved the first project to receive funding through the newly established Commercial Revitalization Grant—a City program designed to foster transformative reinvestment in commercial properties. This flagship project supports enhancements to First Colony Mall, including a new outdoor play area, expanded pedestrian seating and additional picnic tables, creating a more inviting and engaging outdoor visitor experience.
Funded by local sales tax revenue through SL4B, the grant will reimburse up to $72,000 to First Colony Mall following the completion of the project—covering 20% of the project’s estimated cost. The project is set to start in April and is expected to be completed in December 2025.
The Sugar Land 4B Corporation is a non-profit organization funded by local sales tax revenue dedicated to promoting economic development and enhancing quality-of-life initiatives in Sugar Land. Established by the City in 1995, it is governed by a seven-member board that oversees funding for projects like parks, museums, municipal facilities and other enhancements that benefit residents and businesses.
“This project is a prime example of how strategic reinvestment can breathe new life into our commercial spaces, benefiting both businesses and consumers,” said Sugar Land 4B Corporation President Kurt Kirchof. “The First Colony Mall enhancements will provide a more inviting outdoor space while supporting the ongoing revitalization of one of Sugar Land’s key commercial districts. This program is designed to stimulate reinvestment in Sugar Land’s commercial properties by encouraging aesthetic improvements, upgraded public spaces and pedestrian-friendly environments. By supporting these projects, we are creating vibrant activity centers that drive growth, innovation and a thriving business ecosystem, all while enhancing the quality of life for our residents.”
Adopted in September 2024 by the SL4B Board of Directors, the Commercial Revitalization Grant opened for applications in January 2025, with the City receiving three submissions thus far. With $500,000 allocated to the program in Fiscal Year 2025, the City encourages eligible property owners to apply. To qualify, properties must be multi-tenant retail centers that are at least 20 years old and have a minimum of 15,000 square feet of leasable space.
