New Fees and Fee Changes
The City of Sugar Land's updated fee schedule is in effect as of January 1, 2026. New fees for the fire department include a permit resubmission fee and fire watch personnel fees per City Ordinance No 2382. Click here for the 2026 Fee Schedule
Notice of Code Adoption and Permit Application Transition
Effective January 21, 2026, the City of Sugar Land has officially adopted the 2024 International Code Council (ICC) Codes and 2023 National Electrical Code (NEC) as the governing construction codes for all applicable projects within the city per City Ordinance No. 2395.
- Permit applications submitted on or after January 21, 2026, must comply with the 2024 ICC Codes.
- Permit applications submitted prior to January 21, 2026, will continue to be reviewed and inspected under the 2021 International Codes, regardless of when construction begins.
Citizen Self Service Portal
Effective June 2022, all Fire Marshal's Office Permits will be received, reviewed, processed and issued through the Citizen Self Service Portal. Applicants are required to register a user name and login to access the system. No hardcopy/paper documentation or USB flash drives will be accepted. *If you are applying for a fire system permit as part of a project, the General Contractor will need to add you as a contact to the master building permit in order for you to proceed with your submittal. DO NOT submit as a stand alone permit as it will be REJECTED.

Payment of Invoices/Fees
Invoice payments for any new submittals will only be accepted through the CSS portal. American Express, Discover, Mastercard, and Visa credit/debit cards are acceptable forms of payment.

The Fire Marshal’s Office has up to 10 business days to review a submitted plan. There is no expedited process for plan review as plans are reviewed in the order received.

- I am applying for a fire system permit as a part of a project, what do I need to do?

Do not submit as a stand-alone permit in Citizen Self Service as it will be rejected. Contact your General Contractor to have them add you as sub-record on the parent building permit.
Fire Protection System Inspection, Testing, & Maintenance (Effective October 15, 2021)
All fire protection systems in the City of Sugar Land are required by the fire code to be inspected, tested, and maintained on regular intervals. Please see systems tracking schedule. The purpose of these inspections is to ensure the system will operate properly in the event of an incident, ensuring a safe environment by minimizing the risk of life and property loss.
City of Sugar Land has contracted with BRYCER, LLC to help manage the fire protection systems inspection, testing, and maintenance program. All contractors who perform these services on fire protection systems are required to electronically submit all compliant and non-compliant reports to the department via www.thecomplianceengine.com. Contractors are required to submit test results to the City of Sugar Land on behalf of their customers.
