Proposition E: Animal Shelter

In 2019, Sugar Land voters approved a new animal shelter to address the City's projected growth. Due to COVID pandemic related financial constraints in 2020, the project schedule was extended from three to five years. In 2023, after exploring regionalization options and finding them unfeasible, City Council directed the planning for a standalone animal shelter. Due to inflation and City growth, previously approved funding is not sufficient to build a shelter to meet current and projected service levels. 

The proposed new shelter will include animal housing, intake/veterinary space, staff areas, and public spaces. Exterior space includes animal exercise and play yards.

Proposition D: Municipal Facilities

Proposition D includes the design and construction of a new Field Maintenance Facility that will provide an indoor, centralized location where field staff—such as those from Parks, Utilities, and Public Works—can perform repairs on the equipment and items they use.

In addition, the proposition includes a Public Services Building Rehabilitation & Modernization project which identifies and implements modifications and additions to existing City facilities, including rehabilitation of buildings and modernization of spaces to address City growth and service level expectations.

Proposition C: Drainage

Proposition C includes drainage modification projects in areas like Austin Parkway West, Chatham at McAllister, and Chimneystone. These projects are anticipated to reduce the depth and duration of ponding during rainfall events. The proposition also includes drainage modifications for locations such as South Highway 6 at Brooks Street and the Sugar Lakes area, where inlet replacements will increase the flow of stormwater.

Citywide drainage studies are also part of Proposition C. These studies will help identify future drainage projects and guide the city in making informed decisions on localized drainage modifications.

Proposition B: Streets, Sidewalks & Mobility

Proposition B includes reconstruction projects for major roadways like Austin Parkway, Lexington Boulevard, Sweetwater Boulevard, Williams Trace Boulevard and others. Some of these projects will receive approximately a 50% match from the 2023 Fort Bend County Mobility Bond. 

The proposition also includes street and sidewalk rehabilitation projects at various locations throughout the City. Mobility projects include rehabilitation of traffic signals, funding for studies, design, and construction to address congestion issues around the City, trail system connections, sidewalk widening, the design and engineering of a connection between Lake Pointe and Town Center and more.

Proposition A: Public Safety

Proposition A provides voters an opportunity to choose whether to fund phase 3 of the public safety training facility, the renovation of the existing Police and Court building, in addition to construction of a new Police headquarters.

Other projects include the expansion and rebuilding of City fire stations, the rehabilitation of public safety buildings, the replacement and rebuilding of aging firefighting vehicles along with the purchase of specialized SWAT command vehicles and the rehabilitation of a fuel station that serves the City fleet.
