Chief Lara is a committed law enforcement leader from Houston, Texas, with deep ties to the Alief and Sugar Land communities. He began his career in law enforcement after completing training at the University of Houston-Downtown Police Academy in 2006. Chief Lara’s first position was with the University of Houston-Downtown Police Department, where he served as a Field Training Officer and Bike Patrol Officer.
In 2009, Chief Lara joined the Sugar Land Police Department, where he advanced through various roles, demonstrating leadership and commitment to public safety. His career at Sugar Land Police Department includes service as a Field Training Officer, Crisis Negotiator, Fleet Manager, Patrol & Impact Team Sergeant, and Patrol Lieutenant. During his tenure as Lieutenant, Chief Lara also served as the Honor Guard and Mental Health Commander.
In 2021, Chief Lara was promoted to Captain, overseeing Patrol operations and leading key program developments, including the K9 and Drone units. As Assistant Chief, he was responsible for managing the Technical Services Bureau, which includes Accreditation, Events, Fleet Service, Crime Prevention, the Detention Center, and Training, Hiring, and Recruiting. Chief Lara's leadership led to the implementation of several innovative initiatives, including the lateral officer recruitment program, the expansion of the License Plate Reader (LPR) program, and the establishment of the Social Media and Community Engagement Team.
Chief Lara holds a Bachelor’s Degree in Criminal Justice from the University of Houston-Downtown. He is also a proud member of the International Association of Chiefs of Police.
