Compliments and Complaints
Public Integrity
The Internal Affairs Division receives its authority directly from the Chief of Police to investigate allegations of police misconduct, with the overall objective of protecting the public, the department, and the officers. This division responds on a 'call-out' basis as the need arises outside of normal business hours.

How to File a Complaint
To file a complaint, you can reach out to any supervisor within the police department or contact the Internal Affairs Division directly. Typically, you will need to formalize your complaint through a sworn affidavit. This can be done either by mailing a signed letter that outlines your complaint or by scheduling an appointment with the Internal Affairs Division to provide your statement in writing. Please be aware that you may need to supply additional written information during the investigation process.

Complaints can involve various issues, including but not limited to:
- Excessive Use of Force
- Criminal Activity
- Abuse of Authority
- Harassment
- Verbal Abuse
- Improper Police Procedures
- Racial Profiling
If your concern falls into any of these categories or involves other forms of misconduct, please let us know so we can address it appropriately.
Under Texas State Law (Government Code 614.022), all complaints against police officers must be submitted in writing and signed by the complainant. Just as individuals arrested are informed of the charges against them, police officers must be given copies of complaints before any disciplinary action can be taken.
We ensure that all complaints are thoroughly investigated, with findings based on impartial evidence collected during the investigation. Serious complaints, such as excessive force, discharge of firearms, or criminal activity, are investigated by the Internal Affairs Division. Less severe allegations, like rudeness or improper police procedures, are handled by the employee’s supervisor.
Throughout the investigation, we may contact the complainant for additional information if needed. Additionally, the complainant will receive a notification by mail regarding the outcome of the complaint.
Complaint Dispositions
- Sustained - The investigation found sufficient evidence to confirm that the allegations were true.
- Not Sustained - The investigation did not uncover enough evidence to clearly prove or disprove the allegations made.
- Exonerated - The incident in question did occur but was determined to be lawful and appropriate.
- Unfounded - The investigation showed that the alleged acts did not occur or did not involve police personnel.
If, after the investigation, you have any questions or are dissatisfied with the outcome, please contact the Internal Affairs Division at 281-275-2574 for further clarification.
Many concerns or complaints can often be resolved by first contacting the employee’s supervisor. The supervisor will discuss your concerns with you to address and potentially resolve the issue.
Please note that the legal validity of traffic citations or other criminal charges will not be investigated by our department; these matters should be addressed through the appropriate court.
If you have pending criminal or traffic charges, please be aware that our internal review process focuses exclusively on departmental policies and the conduct of our employees. The outcome of an internal investigation does not affect or alter any existing criminal or traffic charges, which must be resolved through the judicial system.
Submitting a false report or complaint is a serious matter and may violate Chapter 37 of the Texas Penal Code. Such actions could lead to criminal prosecution. We take the integrity of the complaint process seriously and will pursue appropriate legal action against individuals who deliberately provide false information.
